So I was wondering if im playing with world state but w/o internet, will it stay or do I have to play with internet to experience the world state?

You only need to be online to download the world state when you first start the game. After that, it's set for good and can't be changed with or without a connection!

Although being online with DAI will continue adding to your world state as well. You might want to get online again eventually, just to upload new data.

ok thanks for help!
I find DAK really frustrating, at first I played DAI 50 hours till I decided I want to go back to DAO & DA2 to create my own world and to get familiar again with the universe of DA. Then when I finally finished DAO & DA2 and uploading the world state only to realize you cant really upload YOUR save 
...
17 hours gone to waste again...
This is most unfortunate that you cant upload your own save with the characters you shaped ...

Well, just think of it as refreshing yourself on DA. They're still fun. So it wasn't a complete waste of time

You should also be able to upload some of that information to the Keep to help you with your world state. I still had to tweak mine, but some of the stuff was accurate.
