It's been a Dragon Age tradition for a companion from the previous game to be a companion for the next one; we've seen with Oghren to Awakening, Anders to Dragon Age 2 and now Varric to Inquisition. I'm betting on Cole for DA 4 by process of elimination. None of the carryovers have been romance-able and I doubt were going to see Vivienne or Leliana again unless for a possible cameo as Divine Victoria.

Interesting question.
I think we can rule out romance options; its just too complicated to implement. Same goes for Divine candidates.
That leaves only Cole and Varric as far as companions go, and NPCs.
My problem is, unlike DAO and DA2, the characters and stories outside of the main quest were seriously lacking (in detail, impact etc). I could easily see a DAO or DA2 character be a companion in 4.

I could see Varric becoming a recurring character like Garrus and Tali in the ME games. Plus as a storyteller he could be the official guy responsible of passing down all the weird things that happen to famous people with fancy titles.

Depending on what the next story is, I think Dorian and/or Bull are the two obvious choices. It's not that romances can't carry over. It's just that the characters tend to not carry over as romances if they were available previously.

Don't see it being any of the possible divine choices. Might be hard with Cole because if they stick to the choice here they'd have to write him for both human/spirit outcome. Solas prob not for ending reasons. Oh and forgot about blackwall, probably not cause he has like 3 dif ways he can go

Still, I think Dorian could be an advisory or questgiving character. As far as companions, I thing the most llikely would be Harding or Barris. Cole is possible, but that would give him a book and two games as a full participant which seems a bit much. But really, it comes down to who can best move the story forward, which we can't know.

I think Varric and Cole make the most sense. They carry both stories and importance outside just the main storyline (Cole in the books, Varric in the comments and his importance beforehand.)
I could see characters like Cullen or Sera also making more of a splash- they're relatively static characters who don't undergo important rank changes and the ones that do change at all (Cullen moving on to knight-lieutenant or w/e) aren't dependent on character choices- unlike, say, Alistair, who can be king, warden, or drunk (and married to two different people) or whomever ascends the Sunburst Throne (since that swings the direction of the Chantry and associated branches wildly).

yes Harding for sure. They made too much of an effort to catch our interest with her IMO and will be and possibly Sandal or even Dagna again as I think the next game will be heavy in the Dwarven lore and lands. Possibly even see a return of Oghren. Oghren also because the next game will address the Grey Wardens as well.
I think Dorian will be as David G writes him and will want to continue his story arc.
I also think we will see Shale.

I also think we will see Shale.
Shale is determinant, so I definitely doubt she will be a companion or make a canon appearance.

Does Barris survive if you do In Hushed Whispers instead of Champions of the Just? I remember there was one named red templar at Haven who turned up as a Behemoth.

Can't remember clearly but I think Barris dies or turns red if you do Hushed Whispers.
On the basis that next time we are going north, I think Dorian could well return, even if only as a cameo. He was going to stay with the Inquisition initially but eventually he would have to head back if he genuinely wanted to reform his homeland. Also he remains pretty consistent as a character. Most of the other companions could have different endings according to your choices, so difficult to bring them back to suit everyone. Apart from Varric but if he left the Inquisition then I think he'd be heading back to Kirkwall.
Harding could definitely make a return; I hope so since I liked her a lot. There were various other agents who could potentially be revived as companions. I suppose it depends on how close the links they want to have with the previous story.
And of course one person is definitely going to reappear somewhere along the way if the epilogue is anything to go by.

Barris can die in Champion of the Just if you take too much times finding the veteran Templars.
But as for consistency, I would like to point out that both Oghren or Anders could be killed (or even not recruited) in their first stand as companion and yet they both showed up well and sound in a second game as if they were recruited anyway...

I don't think being romanceable stops someone from carrying over (just look at Leliana and Morrigan). Depending on what the next story is about, Dorian could make an interesting choice. Tevinter seems a likely stop, so he'd automatically have a huge connection. He's also our only Tevinter link besides Fenris (who can have wildly different outcomes in DA2, including being dead).
I doubt Cole would actually show up due to how different he may be (depending on the spirit/human choice). It seems like they'd have to account for how different he would be on either side.
Solas is the most obvious choice for the carry-over character though. The implications of his story are huge, and we barely know anything about him. There's no way his story is done. We'll just have to see how much DLC covers.

It's possible you could be serving as an Inquisition agent. Varric might be taking up a contact/advisory role with his position in the Merchant's Guild which may allow him to mostly go home like he wants to, and then you may have Dorian or Bull as your carryover companion. Possibly correspondence from Leli.
This would be especially true if they hold to the admittedly weak pattern of the even games being somewhat smaller in scope.
You might be observing the collapse of Tevinter and the beginnings of the qunari invasion similar to how Hawke witnessed the final straw that broke the camel's back in the lead up to the mage/Templar hostilities.
