Am I doing something wrong? I'm about 40 hours in, judged Alexius (and jailed him  ), and I completed the Venatori quest with Dorian in my party. I figured out from other forums that to get the Last Resort of Good Men, I need to get the cut scene where Dorian gets Felix's letter. I haven't gotten that cut scene and I really want the romance to progress. If anyone knows how to get this cut scene to trigger, please let me know! Thanks all!

I believe you may need to talk to Mother Giselle to start the quest you are looking for.  She will move from the garden to the main hall at Skyhold when she has received the letter in question.

Yeah I know she will move from the garden, but she won't. I've talked to her and did all her dialogue, and I also did all of Dorian's dialogue, yet no letter from Felix has arrived yet... You think it's too late at this point?

Yeah I hit this bug too I never got it to trigger.

That kinda sucks.  I've completed it twice, now. I wonder if it has something to do with trying to romance him too early?  Neither instance was I involved with Dorian, female Qunari w/Bull Templar quest line and male Dalish w/Cassandra Mage quest line.  I think both times too I likely had not done Wicked Eyes and Wicked Hearts, yet.  Some of the personal quests are flagged/triggered with main quests too.

Lots of good info on people with the same issue and possible fixes, often involving reloading to some previous point.
