alright I just wasted the last 4 hours doing the long quest where you have to save the empress. Little did I know I was using up to many potions and get to the boss and well party has no health. Usually if I recall in most games they give your health back at a boss fight. But in this game not only do they never refill potions they won't even allow you to have a healer. Now I have to start the quest all hte way from the beginning. This time I'll remember to bring only tanks since rogues eat up all the potions. When on earth are developers going to start actually listening to players for once. This is the first rpg i've ever played where your not allowed to have a healer. How stupid can you get. All inquisition is is another pretty game with nice graphics. It has terrible pacing and sloppy gameplay overall.

The potion thing was done at the request of players. Many older RPGs had limitations to healing. This isn't a new idea.
Don't use up all your potions in inconsequential fights. Bring regen potions and heal grenades. Unlock the second potion slot. unlock the extra health potions. Turn the difficulty down. Use the cache's wisely. craft better gear. Make better use of barriers and guard. Use evade skills.

There is also a supply cache in the Winter Palace.
Several of them actually. One of which is in the last combat area before the boss fight, if you choose to have a boss fight that is. It's in the kitchen area next to the courtyard where the rift spawns.
There's a potion cache just before every boss in the game actually, so they DO essentially provide you with a refill before each boss.

You do have a companion who can resurrect & heal, Vivienne. Then again if I recall correctly, in DA2 I have only one silly healer which is Anders after act 1. (Both accounts ignoring the PC)

Honestly it sounds more like you've been playing like a beginner. The fight isn't that difficult, and on top of that as stated it's entirely avoidable. Imo you shouldn't expect games to serve you refills whenever something challenging is coming up, but rather expect it to hold you responsible for your actions throughout. Try switching to the easiest difficulty and use a balanced party.

And as other noted - always bring regeneration potions and try to upgrade them as much as possible. Lets you heal both between and in the middle of fights. If you upgrade all the way one potion can heal you whole party.

I did the fight yesterday on hard with just one health potion left at the start. It was really tough, but fun. Only Sera and, barely, Solas survived to finally take down the Grand Duchess.

I love it when people get super mad when the game gives them some challenge. A learn-to-play issue, not a fault of the game.

1. The potion mechanic & removal of healing spells was in response to an overwhelming number of DA2 message board users & players who complained that without a proper Potion mechanic, Mages were forced to spec some points into healing abilities at all times, or constantly have a healer like Anders with them.
2. There are resupply caches around that level. Use them.
3. If you are still having trouble after all of that, then you should probably lower your difficulty/get better gear/change your party and tactics. Can't really blame Bioware for your poor play or inability to handle the difficulty level.
4. The boss fight can be ENTIRELY avoided through mission choices and action.
5. You could always use an exploit to heal between fights: Equip->Unequip->Reequip any Belt of Health several times to restore HP.

there is a lot of things OP is mad about in that one post I don't even know what kind of response he is looking for. Perhaps some validation? some shared contempt towards bioware? either way happy new year everyone!
