Actually, Bull's just hired by the Inquisition. He's a sellsword who's not in an official position of power within the Inquisition, so by that logic the only people he shouldn't sleep with are the Chargers. Which, to my knowledge, he doesn't. Sure, he ends up a part of the inner circle, but he's not endangering anyone by having consensual sex with serving girls.

When a country or organization hires a freelancer, they become part of that force until the contract expires.

No, I compared having sex to the use of substances. Both make the person feel good and both can cause someone to become addicted. Whether you are having casual sex or only with your spouse, the chances are the same.

Last I checked, there are three dialogue options that say "Dorian will join the Inquisition." Dorian wants to help by joining the Inquisition.
And the Chantry sister and kitchen staff are definitely part of the Inquisition. Everyone there minus a few guests are part of it. I'll give you the noblewoman though since it was a Codex entry so who knows when it was written.
And even if they're a part of the Inquisition it doesn't change the fact that any leader who feel the need to control their subordinates sex life is not a leader worth having. That's just creepy!
If they want to go to the nearest town and hit up a brothel, fine. It's only when they sleep with other members that a superior can step in. With companies it is usually by firing them if they don't stop and if military there are punishments.
