Single player focus items dropping in DAMP chests is annoying. I have 3 rally rings, 1 assassin focus ring...can't remember the name and 2 darkspawn shields which increase focus gain by 20%.

How is it a bug? Several of the Multiplayer characters has access to Focus abilities (though they cost standard resources instead). For example Elementalist has access to Rift Mage Focus Ability Meteor. Reaver has access to... well Reaver Focus Ability Rally. Legionnaire has access to Champion Focus ability Counterattack. Might be some more.

The reason people are saying it is a bug is because we do not have a focus meter in multiplayer. +20% focus is talking about how much of an increase to your focus you get on a kill like in single player. They do not do anything in multiplayer because focus abilities are only limited by cooldown in the multiplayer.
Rally is surely a bug because the skill does NOT EXIST in the multiplayer at all. Normally is the focus ability of the Templar in single player, but the templar does not even have it in the multiplayer.
