Do you need to have the person in your Inner Circle in your party when you complete steps out in the world to get their approval?
As an example, do I need to have Blackwall with me when finding warden artifacts for 'Memories of the Grey' to get his [modifier] Approves messages?
It varies. For best results, take the person with you when doing the quest.
For some you can get some approval even if they are not in your party but it will be less than if they had been with you. For others, you only get approval if they are in the active party.

Blackwall doesn't need to be in your party. When you go talk to him after locating the artifacts, you'll get a "greatly approves" message. I'm not sure if you'd get more approval if he's with you at the time.
