So I have been going around the Hinterlands and have unlocked a cpl new part members(I think-it said new member acquired) but when I go to a camp and go to the change party option all that is there is the usual Cass, Varric and Solas.
Noob question regarding adding party members

No, agents just add bonuses. You can check your agents at any time at the war table - they are listed in the Inquisition perks section.

Anyone else you can recruit is an agent, an Inquisition Perk basically.
