This information was taken from a tech support thread by a Bioware employee (modified by me to be ME2 specific) about DA:O but I'm willing to bet money it will solve the Cerberus connection issue.

http://social.biowar.../index/422094/1

If you are having any of the following issues in DA PC (ME2 for our purposes - FG), please check
that your router/firewall is allowing outgoing traffic to TCP port
18081 for MassEffect2Launcher.exe, MassEffect2.exe and MassEffect2Config.exe:

unable to login in-game

DLC not showing up in-game

There
are other reasons that each of these could be broken/etc, so you may
still have to do further debugging after opening the port.

edit: added specific executable names, which are hopefully accurate (corrections welcome!)

You also may want to load up MassEffect2Config.exe (or click 'config' in the launcher) and on the file menu at the top under 'System' check 'Dedicated Internet Connection'.

-edit-

Requesting a sticky as I can see this being a problem for many people in the coming days. Folks are quick to blame EA or Bioware when the issue could be in fact on their end.

Useless she turned off her firewall on both her router and computer, and login does not occur.

Huh? Not getting paid anything for this. Just boils down to that I'm not having problems, I've done these steps (for DA:O but still) and I might have the answer to some folks problems. Just trying to help; this wont cause problems for your game/internet connection if you do it and it doesn't work.

You could have an extra 'hidden' firewall on your modem itself you're not aware of. This is an issue with some DSL modems so you'd have to google your modem brand to find out of this is the case. I know this one for a fact after helping a clanmate (for lack of a better term) diagnose his connection issues with Team Fortress 2.

There is also two ways believe it or not to disable the built-in firewall in windows. One through the security center and through your network adapter itself. The process to do so is different if you're running XP, Vista or Win7 so you'll need to do a little research.

http://www.utexas.ed...disable-wfw.php
http://support.micro...com/kb/283673   <XP

http://windows.micro...wall-on-or-off  <Vista

http://www.sevenforu...-turn-off.html  <Windows 7

-edit-

Just to be clear: you ONLY want to disable the windows firewall if you have an external router/switch that you're using for security. Using both the windows built-in firewall (which is a piece of crap to be honest) and a hardware router/switch can cause problems/conflicts than just using the router/switch by itself. You only want to run ONE hardware/firewall unless you're sure that you've got all the ports opened correctly in each one so the packets can pass through them all with no issue.

The general rule is that hardware routers/switches ALWAYS trump software solutions in both speed and reliability.

One more thing to try: use the config utility and make ME2 load in a window and try and connect with your EA login. See if the UAC control pops up. If it does then allow it by clicking 'Yes'. The problem may simply be due to UAC blocking ME2 from making the connection to the internet for security reasons. If this happens and you're in fullscreen it's /supposed/ to switch you to desktop/the UAC window but it might not be for one reason or another.

Running MassEffect2.exe directly as admin (not using the launcher) might also be worth a try.

Thanks for the brainstorms. Run as administrator in particular is a good idea. No dice though, the Cerberus servers are flat hosed.

It's working for me and has been every time I've loaded the game. That's why I think it's a port issue.

This too. PG blocks EA servers by default. In addition to that if you're running/blocking ips from the bluetack ip block list then you'll need to disable that/remove the entries for EA as the bluetrack list blocks EA as well.

Well it's working fine for me, has never timed out and all my DLC works without issue. I have the appropriate ports open in my router with the windows firewall disabled. If you've a better idea on what the problem is then by all means try and help.

Not sure if it is a port issue alone. I have all ports wide open through software and have the hardware firewall configured with explicit outgoing rules and still getting the please wait screen. I figure that they are just overloaded.

It's definitely not a port issue. I'm DMZ'd with everything open and it just stalls.

One of the bioware Devs has stated elsewhere that the issue is server-side.  So basically we can't do anything to fix the issue.

Yeah, I'm expecting server-side issue. I've tried it on two different internet connections, and with all ports open and firewalls disabled. Still times out. I'm a bit annoyed. I don't really want to play without the DLC because I expect to go at it for about 10 hours straight, lol.

Even if this fixed the problem, we could still blame EA and Bioware for not making this crucial information appear in the game, or the launcher, or the configuration. It's also lame that it keeps trying to connect for unreasonable amounts of time without a cancel button. This is not how I wanted to start my ME2 experience.

Just trying to be a little proactive. What I don't understand is if the Cerberus/EA server is that hosed then why am I able to use it without any issues? I just double-checked while writing this post and it still connects fine.

Please don't take this as gloating on my part. It just seems like there's a basic config difference between the people that can't connect like yourself, and the people that can. You just don't hear from the people that can because they're playing the game rather than worrying about the people that can't. I don't have a powerhouse of a machine either; only an 8600 GT that I overclocked, an e7200 at stock speeds and 2 gigs of ram on Win7.

Father_G, what's your OS? I'm running Windows 7 x64 and I'm having the same problem. I'm a sysadmin, so I'm 100% sure there are no blocked ports or rules in place to connect to the Bioware hosting server.

Not for me. I just installed ME2, the latest patch and my Cerberus items. Then I start up the game and am unable to log in. Maybe the servers are down temporarily, I have no clue what-so-ever.

Same here Soulsphere.

I can't even press the Ok button when it gives me the "Cannot connection" message so I can only close ME2 with Task manager =/
