I have been playing pretty much most of the quest that comes along with early part of the game. There are certain quest, such as Seeing Red and Grey Wardens that doesn't seem to be complete. The center of the War Counsel, has a Lighted Green Light that shines. Do I have to push that in order for Skyhold to build and further quest will come? Please advise.

The war table options with green lights are missions that move the main plot forward, so yes, to advance the main story do these. Some things you can't complete now you will be able to later on.

If you click on war table missions, they will be shown either as completed, available (in which case you can assign an advisor to them), or in progress (in which case it will show the remaining time until completion).
