Why give me a good fight, then take it away?

I play NM mode and have all my guys decked out with great gear. So there are easy fights and then there are more challenging ones. 

 

I was in EG and getting a little cocky, wiping out the enemy with no problem in most cases. Then I see a bunch of red templars and at first I thought it was just 3 of them, but as I got close I noticed there were at least 3 more behind a cart. In a matter of moments the things with the spiked arms had taken down my Inquisitor and Iron Bull, and then it was a desperate fight with Solas and Cole (archer) for survival. They put up a good fight, but then I lost..

 

I was surprised and loved the fight, and looking forward to trying again, but on reload the enemy were not there  :(  

 

I've noticed this at least twice, why do they take away the fight if you don't win it the first time? Is it a bug or intentional?

You probably had a respawn of enemies the first time.

I believe outside of quest spawns, enemy spawns are random, so each time you reload the game, the spawn locations and numbers are rerolled.

I wouldn't say it's necessarily a respawn. Some of the patrolling groups will overlap at not-completely-convenient-but-occasionally-fun times.
