Its hard to say but according to Mile Laidlaw, Eleni Zinovia prophesies have something to them they are just not random.
This is what I love about worlds built by Bioware. What you get at face value is already very good. But if you dwell deep into the lore (and there is a lot of it)

I think that the idol IS showing Fen'Harel embracing Flemeth. It was destined to happen and that vision was made into this idol in ancient times. The third figure could be Corypheus, as he is the reason it happened.
