Themed sets not having upgrade slots

Why is the "themed armours" like the Templer and Dalish armours haven't got any upgrade slots, love the looks but without these features, why would anyone use em over, say, the "Battlemaster Set"?

I use the Templar armor on Cassandra because I like the way it looks. It has enough slots while crafting the armor and has a big enough armor boost over other schematics I've collected so far to make it worth it.

Plus I can give her a sword and shield to add to defense/offense boosts, as well as the helmet.

Most of my other party members have the other types of armor with upgrade slots. It is disappointing- but it just depends on what you really need at the time. If your a high enough level you can afford to craft for aesthetic reasons instead of needs.

These armour don't have extra models for the arm/leg parts. I suppose they could work around it by having all 'variants' look the same but for whatever reasons didn't.

These single piece armours tend to come with some large bonus which amounts to what you could get with the custom pieces. As such while not identical, they can offer decent alternative. (at least that's the case for the ones you can loot, I didn't check if the crafted versions get this bonus as well)

Yes, I am quite annoyed by the fact that the dragon armor can't be fitted with upgrades. I prefer that look for my Inquisitor and I am not nuts about "optimizing gear", but it is still irritating. Its armor value is lower than of some other armors, too.
