This exploit is described and demonstrated in this YouTube video (starting at 5:40):

 

You use Flask of Fire and then immediately use Thousand Cuts. If Flask of Fire is still active when Thousand Cuts finishes, no Focus will be deducted. This effectively lets you use the Tempest's Focus ability an infinite number of times without needing to regain Focus.

 

I tried it myself and it works perfectly. I defeated a dragon 3 level above me in only a few minutes by using Flask of Fire + Thousand Cuts on a Tempest Rouge (Sera) consecutively about 10 times. It could have taken even less time if it wasn't for the cooldown period.

 

This is insanely overpowered and obviously a bug; Flask of Fire makes abilities cost no Stamina, but it seems that it also makes abilities cost no Focus.

 

I will appreciate an official response from BioWare to confirm that they are aware of this bug/exploit. Thank you.
