From a technical viewpoint, it would have been pretty tough to make Leliana's role dependent on previous decision since she has a lot of interaction with both, other characters and game mechanics. It's not impossible but it would have been more challanging than any of the context dependent characters that are in the game.
I guess, BW could have just gone with a different spymaster altogether but let's face it, Leliana is awesome (the voice alone is enough to keep her).
