To me, the Nevarran accent sounds like a blend of German and Russian.
Lol, she sounds nothing like Russian to my Russian ears. More like a mix between German and French, although I dunno whether all Nevarrans speak this way or is it just because Cassandra spent too much time in Orlais to catch some of their accent. Nevarra, though, seems like one of those medieval German speaking countries\city states, although the name clearly is a deviation from Basque Kingdom of Navarre.
As for the this whole necropoli thing, there was such a tradition in Europe as well, for example Italy:

She also doesn't sound AT ALL French to my French ears. There is some gutturals intonations that have this slavic vibe to them though.

Their position in relation to the rest of Thedas resembles the Turks. And them having cannon fits with popular history's ideas, even if they weren't really especially early adopters of cannon.
They don't actually resemble the Turks themselves.

Realistically, the nations of Thedas take inspiration from more than one real world cultureIt seems as though that's especially truue with Nevarra.
I always think of the Ottomans when I think of qunari, but that's mostly because of their situation with Tevinter being similar in my mind to the Ottoman's relationship with Byzantium.

Ferelden and Orlais are definitely British and French respectively. Notice how the working class peasants in Ferelden such as Sera have a Cockney accent, whereas the Nobles have a much more posh dialect(forgot what you call it and don't feel like googling it). Even the rivalry between the two countries is reminiscent of their real-world medieval counter-parts.
sera doesn't have a cockney accent. she has a derbyshire accent, which is in the east midlands. the cockney accent is more around the south. to the best of my knowledge, i don't think i've heard any characters in DA with a cockney accent, unless they were minor npcs and i just missed them. i think the majority of fereldans do have a posher (to a northerner like me, anyway xD) accent though.

She is Nevaran i recall the devs say she has a Asian ethnicity. but remember she has been bread via family lineage.
so her fetures could be different from others of her land.
