I have the same issue as a lot of you.

I purchased the Collector's Edition from Amazon. Entered the key that was on the "classified" Cerberus Network Card only to get just the Armor + Weapon. The DLC content did not show up for me. Going back to the game and entering in the key again got the "is in use" error.

So I reopened the game and in that same box where it asks you for the Cerberus Key I instead entered the key that came on that little flier for the CE armor. That little card that's in front of your game manuel.

That did the trick, when I went back to the DLC content was available for download. It seems they mixed up the two codes.

A couple of users posted this solution within the threads about the issue. I decided to try it for myself and it worked. We can't know if this is a real solution or if a select few just got lucky until others try it and post their results.
