I did the quest in the war room, got the cut scene, and now they aren't there.  ANy ideas?

They should be standing outside of Cullen's office, not in the area where 3 NPCs are usually standing but through Cullen's office and out the opposite door.

They're on the battlements in the far southeast corner, far past Cullen's office and practically above the stables where Blackwall hangs out. There should be quest diamonds on the map, iirc.
