Im guessing you never played Guild Wars 2. But either way, DAO had levels by zone, and it worked because you could do an areas main quest and side quests in one go, and you wouldn't be overleveled for the rest of the game.

 

DAO had level scaling mainly, and bracketed the scaling by zone.

And no it didn't "work", it was still stupid.

Half-assing fights throughout DAI's mid/late-game is completely possible, as was in DAO with its unlimited potion slogging. I noticed this was mainly due to being able to fast travel to camps to regenerate your zone potion stocks or alternatively the very frequently placed supply caches in dungeons.

 

One solution towards increasing challenge is disabling fast travel to camps once you've reached a zone or removing most dungeon supply caches. The difficulty of the game would skyrocket ESPECIALLY towards the late game when you're at risk of one shotting your allies assuming you have friendly fire on (and you should if you have it disabled and are concerned about difficulty).

 

This would massively increase difficulty for those who don't want such challenges as well though, so this should be limited to Nightmare or even made into a "Hard Mode / Survival Mode" toggle upon starting the game or something.

 

It would be relatively simple to mod in as well in theory, assuming it can be at all.

The game lets you craft over leveled gear.

Exactly. It takes time and effort to gather all the appropriate materials for powerful gear at the appropriate levels and so the player should be rewarded appropriately.

 

For example, bear hides are the main % crit chance components. Killing bears isn't exactly Dark Souls difficulty but it's still tough to hunt and kill them at the appropriate (or even lower) levels to maximize potential benefit.

Personally I love the way old Fallouts and New Vegas did level scaling, in that there were areas you can go to and get your ass handed to you on a platter. But then again if you later visit areas from before you are like a god. Baldur's Gate had this, Skyrim had this, Oblivion didn't and it sucked.

I do not like scaling enemies. I want to get to a point where I just easily obliterate everything on screen. Muahahaha!

There was absolutely no level scaling in the old Fallout. Which is probably the point :D
