Not sure about silver item but I've gotten red hart leather and Phoenix scales from common lvl 23's

You can collect it easily from Emprise du Lion. Start from the Highgrove camp and make your way through the caverns to the Drakon's Rise camp. There's silverite in several places attached to the rocks along the way. You can also find Silverite from other places around Emprise, like near the sleeping dragon, etc.

I'd guess the higher the item level the more chances you've got.

 

Right now I have 7 of it, and theoretically with 8 silverite I could craft 15-16% stagger-on-hit weapon.

I don't know if there's a point to it though.

why not? for a mage with arcane barrage its pretty much gurenteed

For a mage, why do anything but HoK?  Other than a super support-centric keeper.

heal on kill is cloth, stagger on hit is metal, my goal is to get both

Also despite having hundreds of other mats I've only gotten 1 tier 3 heal on kill cloth :/

Didn't really pay attention to where ones that I've gotten earlier were from, but a level 11 Dirthamen's Wisdom just yielded a Silverite for me.
