I unlocked it and went there at lvl 10 but the very first quest Harding sends me on has lvl 16 mobs, I thought Hissing Wastes was a lvl 10+ area?

 

I thought it might be a good alternative to he Fallow Mire/Crestwood, which i did on my previous 2 playthroughs....would the Exalted Plains be a bettter bet at lvl 10?

16 is 10+....

Hissing Wastes and Emprise du Lion are the highest-level maps in the game. That said, they also have the best drops, as well as merchants selling t3 schematics. The Exalted Plains and Emerald Graves are midway between them and Fallow Mire/Crestwood.

I went to Emerald Graves at 10, Exalted Wastes at 12, I am heading to Hissing Wastes when I am done there. I am on my second playthough on Nightmare.

from what i read the wastes are high level.  I am 13 and just unlocked the plains and had a tough time with the arcane horrors in the beginning.  I am on hard right now.  Once I get the hang of things Im gonna move up to NM.

recommended level for Hissing Wastes is 19 - 23

You can go to hissing wastes and pick up superb rings as well as static masterwork t3 weapon schematics from tombs without needing to fight any enemies. doing so will make the rest of your playthrough a little easy if youre doing it at under level 16.

Exalted Plains and the southern portions of the Emerald Graves are comparable., levels 11-14. Both have regions that you should leave for later levels, though.

The zone is level 16+ but you can avoid pretty much every enemy and still do the main quests (tomb of fairel), harvest minerals, herbs, items and vendors. Honestly you can come here at level 2 and still do everything I just mentioned if youre sneaky.

 

The same can not be said about emprise du lion where you need to kill templars and take camps to even proceed.

I found I could beat the Venatori straight after unlocking Skyhold on my Nightmare run.

Open up the tombs, and grab those awesome schematics.

You won't get many crafting materials until the rifts are done. After crafting Tier 3 gear, you can beat the rifts fairly easily, especially if you have 2 mages to dispel many of the demon spawns.

 

I've pretty much set the game up and should walk through the rest of the game.

Emprise du lion mostly done before doing much of anything in Crestwood.
