So Dalish seems like the best bet as of now. It's still odd to me, with what she said about the character, and what Weekes said too. Dalish is so unremarkable and small and she's too big of an actor to have such a minimal role.
You're thinking about it the wrong way - she's so big an actor that Bioware could only afford her for a small part. Imagine the amount of money they'd have to pay for a large part.

I watched the credits the other day, and I don't think her name was there. There was someone who's last name is Christie, but it sounded like a male name. Should've kept the screenshot :/
When I first heard
If that tweet is from April, I feel like it's probably a little late for recording any role in the game proper, nevermind a meaty one. My money's on a prominent role in some yet to be released story DLC.
I'm starting to wonder if this might be correct. If she was just beginning recording lines in April (like the tweet implies), then maybe it is for a Bull's Chargers focused DLC. Maybe that's why we can't id her in the game yet and she doesn't show up in the credits.

There have been far bigger actors than Gwendoline playing larger parts in Bioware games though, like Martin Sheen for example (and possibly Seth Green, Carrie Anne Moss, Kate Mulgrew and Lance Henriksen too)
based on her voice I heard in an interview I'd say She does Vivienne
Vivienne was voiced by someone who was in Game of Thrones, but her VA was Indira Varma. She was Ellaria Sand. She's more well known for her role in Rome though, where she played Niobe.
