My experience with the Zaaed DLC forced me to restart the Xbox 360 before it was enabled in the game. Live connection wasn't required.

Correct. You do not have to be connected to Xbox Live or to the internet to play DLC. You must be connected to download it and activate it, but once it is activated, you no longer need to be connected. You will have to restart your game, but it should then appear ready to be used.
