Some voices are awful though. I mean, listen to some in the BG series or in Jade Empire... ^^

Aside from Freddie Prinze Jr, I don't know who did what voice, but the characters who I thought had great VAs were: Iron Bull, Dorian, Cole, Leliana, and Morrigan. As far as side characters go... I honestly don't remember being impressed by too many of their voices besides Stroud's. His VA also did a great job IMO.

I loved Stéphane Cornicard as Riordan, but his voice is so distinct, having him voice other characters (except for Stroud...I secretly like the idea all Orlesian Grey Wardens sound the same...) is sort of jarring.

Mika Simmons, aka Queen Anora and various other voices. Her accent and delivery is like catnip to me. I hope she gets a chance to be a major character in the future.

I could continue because they have a lot of great voice actors, but this is already running long, and I've said the most important ones to me.
I'd go on about my other big favorites, but they haven't done VA work for Bioware games AFAIK, so it'd be irrelevant.
Edit: I also really love British male Inquisitor's voice. He's got a few weak deliveries of his lines, but almost everything is golden and really sincere-sounding. Also Master Wade! And Blackwall! I like American female Inquisitor's voice, but a lot of her lines sound a bit monotone, though she can sound sincere--especially her laughter. Don't really like Brit female Inquisitor, personally (same goes for fem-Hawke, but Brit Fem Inq is still much better in comparison--weak delivery, underwhelming and weak-sounding voice (esp. compared to male Hawke!), etc. It'd be more fitting of the characters if they'd gotten someone with a powerful voice (plus, good acting) like Aveline's. Also, Liara. Her voice is fine, at least, but her acting is subpar.) And, I'd love American male Inquisitor if they hadn't artificially deepened it, ruining it. (I like his actor, and think he does great work in other games, and Bioware completely eff'd him over by doing that to his voice.) :/
Really like Merrill's voice work, too, except for the fact that she frequently flubs up her elven pronunciations, lol. Ashley William's VA is also really good, in my opinion, except that Bioware completely destroyed Ash's character in ME3. Didn't do her any justice.
Made me think that leaving her behind at Virmire is more of a mercy to her character than anything, buuut I still like her better than Kaidan at this point, so it's still a tough decision. Also, I forgot to mention Jennifer Hale--she's pretty great, too. Weak/over-the-top delivery on occasion, but that's almost every Bioware VA.

Ramon Tikaram and English male inquisitor...Harry Hadden-Paton. I generally like voice like his, there is this softness in it, and listen him and Ramon Tikaram in Dorian+Inky-romance-sceen never gets old. "Show off". I think I make it a ring-tone to my phone.

Jessica Chobot / Diana Allers, which was a dumb decision to bring her on board. All other voice actors had to go through fierce competition and earn their role in a BioWare RPG.

That is impossible to answer for me!
There are far too many excellent voice actors and characters in this series ...
They also constantly keep making a better job from one installment to the next ![]()
Also I think that it kind of is partially dependant on which characters one likes or dislikes.
If I had to choose a couple from DA:I out of the blue ...
I'd go with Dorian, Josephine, Cassandra, Cole, Vivienne and Blackwall ... the Inquisitor's voices ...

I thought the voice acting in both DAO and DAI (didn't play DA2) was perfect - possibly the best of all the games I've played.
To pick favourites though, I'll go with Solas and Cassandra.
Honourable mentions to Morrigan, Oghren (ok, he's disgusting but he makes me laugh), Alistair.
