I am very familiar with the modding community (Skyrim, Fallout etc.)

I know the amazing mods for Mass Effect like Epilogue and MEHEM mod which are the top rated but a thought crossed my mind.

Why don't they have the luxury from modding ME games, like Skyrim for example; the have limitless possibility for that game buy using the creation kit right?

Don't the ME modders have the resources Bioware used? Because it must have been a serious challenge for modders out there for ME, well, from my understanding it would be difficult.

I bought this topic up because I have thought of many mods ME can use for this perfect game already but are not here. Why is that?

I don't think there is a Creation Kit for ME, at least not in the same capacity as it is for Skyrim.

Modding ME3 is extremely difficult. Modding ME2 and ME1 outside of new textures or graphical improvements is near impossible. There is a ME3 explorer tool which lets you go through all of the game's data, but unless you have willing to spend a lot of time learning your way through ME3's coding and the process of modding (which is quite complicated) you aren't gonna get far. Mods like MEHEM or Thane's Mod were worked on for more then a year.

Even if Bioware officially released the tools they used, the fact is ME3 (unlike Skyrim) simply isn't designed to be modded. There is still a team of modders over at ME3explorer.org who are trying to crack down ME3 as much as possible, and there are a few interesting mods in development, like the Emails/War Assets mod which adds more War Assets depending on your choices from the previous games and the Galaxy Map mod, which overhauls the War Asset system in general, but that's about it.

At best, you can visit the Mass Effect section on the Nexus and check out all the mods released so far. Link

As a person who made a mod, I'm not sore at all with Bioware. It's a really big deal to setup an engine to be mod-able by end users. Lots of extra work for them to do. I remember when DA:I was in development it came about that it couldn't really be modded at all (in theory) and people freaked out. I think a moderator actually spoke up and pretty much said, "Look. We don't develop this game in a vacuum. Many considerations are made," and I didn't blame that person for speaking.

The fact that they gave us a modding section for Mass Effect is a very nice gesture. Perhaps the even better gesture was leaving the old BSN projects up for people to download. ME was simply not expected to be modded by anyone but, well, here we are today. :)
