I can't answer your question but your not alone. I also am having this problem, and I do not like the preset decisions bioware forced me to use for a new game =/ Everyone says "Omigod you killed the council!" when I was expecting tears of joy....fun... If anyone can help us with this it would be nice.

I had the same problem, this is what I did to fix it. I knew that i had at least one career that I completed and never touched again that was ready for a ME2 import, though I did starting playing ME1 with a new character before ME2 came out.
Just like you I was surprised that I did have a previous career to import. So I loaded ME1 and switched careers to where I had an auto-save at the end of the game as to not take any chances, the last fight and just beat it again and let it do it's thing. Then loaded up ME2 and boom it was there.
So to sum it up try this:
1) Load up ME1 and switch to a career that you know is complete. From the load menu.
2) Go back to the dashboard and load ME2 and check if it's there again.
If still no luck then, I suspect a ME1 patch might be the responsible, you'll have to beat the game again with the desired character/career. Then it should appear in the import utility.

In order to import a character you have to have a save from a completed campaign. If you started another with that save for a second or more play through you can't import it till you beat ME1 again!

Not necessarily the case.
I had started another career with the first character I imported into ME2 and was able to import with no problem. You do not need to complete the game a second time with that character prior to the import. However, the game does look for a certain save for the import so it is possible that save was deleted or overwritten.

ONly way you can import is by having that last Auto Save at the end of the battle of the citadel.
If you did have it, and it did not appear.....good luck lol

I had problems importing my 2nd ME1 character, it showed up in the ME2 importer but wouldnt recognise it as a completed game. No satisfactory answers from the net or even Bioware (EA) when I asked - cleaned out my Xbox cache, replayed the end fight saved the council etc etc, even deleted my previous character, my new character is there but I'm unable to hightlight, very frustrating!
