I have the upgrades for Bianca so his damage is decent, but he takes a lot of damage during even trash encounters. It's like he's trying to tank enemies or something. Is there a spec I need to give him? Is there an ability I need to toggle on or off? ...I don't particularly want to spec him as a dagger rogue, as taking Bianca away from him feels kind of wrong. I'd also like to keep around as the party rogue because of my personal bias.

This is a problem with all ranged characters, but archers seem to be affected the most. When the AI can't find the enemies hitbox, which happens a lot in this game because the hitboxes are so clunky, the immediate reaction is to run right to the enemy. I find that the AI loses track of hit boxes most frequently when enemies are knocked down.
Varric's going to require some babysitting to keep him injury free.

I respecced him to get rid of caltrops and traps. Some people on other forums said that was part of his issue. I'm mainly focusing now on the archery tree, poisons, and a dip into stealth. *SMH* He was a BAMF in DA II.

For varric turn of caltrops since you need it to get to the passives EXTREMELY GOOD passives which are must have for rogues. SO turn of caltrops, mines and traps. Then he will stay ranged.
Then just keeps his bianca upgraded and he will decimate stuff. Do remember you can craft better arms, aiming and grip.

Oh he still is, but he's a bit tricky. I've had the best luck by setting him to follow himself. Disable any melee-ranged abilities (caltrops as well). Make sure you put some sort of threat reducer as preferred (such as stealth). For the love of all that is good and holy in this world, do not have him use Leaping Shot.
With Varric, focus on skills that mesh well with Critical Hits, especially the passives. Looked Like it Hurt (regen stamina with critical hit), Cheap Shot (crit hits sunder), get the Full Draw upgrade (nothing to do with Crit, but it combos up nicely). Under artificer, get Opportunity Knocks (-cooldown on every crit hit from the party), Tricks of the Trade (damage bonus to the party), and consider boosting party critical chance with And Take Them Down if you can't get a high crit rate from your party's gear. Most classes have some skills that proc on crit hit, so have your party look into those. For example, my Knight Enchanter uses Flash Point to remove cooldowns on crit hits). I also feed into Varric's Opportunity Knocks by using Energy Barrage (because it hits 12 times... I usually get 5-6 crits). Iron bull has some "on crit" skills too.
So, once I focused my party build on crit hit percentage (yay bear hide), You start seeing Varric go completely crazy with very little cooldowns on his most powerful skills. I'm lvl 17, my Knight Enchanter has around 40% crit, Varric is in the low 50s, Iron Bull is in the upper 20% range. Basically, your whole party starts to proc off each other. I started to notice enemies go down at a ridiculous pace, much faster than without Varric. Varric does good DPS with an upgraded Bianca, but think of him as an "enabler" for a crit-based party. Hope this helps.

Focus on crit chance with his crossbow, and he will abuse the crap out of his gain stamina o crit skill. Its a must have skill for varric.

Give him a high critical chance, a guard on hit armor and set Elemental Mines and Leaping Shot as favourites.
He gets close, mines the enemies and flips away, then repeats the process as he was virtually no cooldown thanks to his Artificer passive.
His guard practically never depletes. It's awesome.

I have to try that

If he's set to follow the main character, he'll have a strong tendency to get to close to the enemy. You can fix this by setting him (and any other ranged character) to follow himself.
