So..I'm playing on PC right? When I talked to Cassandra in Skyhold the first time..I got a bunch of normal cutscene/dialogue stuff..But this never triggered..I've got Unfinished Business..but never got Promise of Destruction..or the war table "Locate the Seekers" operation..And I can't find any help with this.
Promise of Destruction not showing up?..

You need to complete one of the next main story missions, I think "Here Lies The Abyss", for it to trigger. A lot of the personal quests are story-gated like that, actually. It's so you can't run through them right off the bat and then have nothing for the rest of the game.
