Since potions do not refill before a boss battle, and the area of a boss battle is usually not possible to leave, if you have few potions going into a battle you have no chance of finishing it. The issue is that often you can't know that there will be a boss battle, or throughout your time leading to it, you had no choice but to use your potions.
What this leads to is a lot of time spent to get to a boss battle, and you find out that all that effort was a complete waste since you can't progress, and have to either replay the whole quest very very tactically, or if you still have to use potions, you have to replay and old save and level up before returning.
