I don't know if anyone else has encountered this problem, but for some reason since my new game, fire staffs never actually hit a target unless I'm really close. The standard attacks fly in a circle away, instead of going straight at the target 
The other staff types don't have this problem.
I had this bug once, only once. And it only lasted for one battle.
I'll have to see how long it lasts then.
Maybe loading another save will solve it.
Iv'e not had that but if there is another obstacle, like a rock or wagon or whatever just a hair to the side of your actuall target, basic attacks will hit that instead of the enemy until you get the first hit on the enemy, then it will doo loops to hit them after that.
I tried reloading different saves and its still not fixed
