I redeemed the code for blood dragon armor but for some reason it will only let me download it for mass effect 2

There isn't a direct download install for the Blood Dragon Armor in Dragon Age. Once the code is redeemed and shows up on the Registered Game Promotions Page for Dragon Age, then you start up Dragon Age and it should download automatically. Choose Downloadable Content from the main menu and see if Blood Dragon Armor shows up on either the Download Progress or Installed Content Tab.
