Fenris is one of my favorites and the only character I romance in DA2. That said, I don't know if he is integral enough to the story to justify his own DLC. Can't see it happening, really.
Edit: And he can die. So I'm almost certain it won't happen. Sorry OP, his romance was meaningful to me too.
I don't see why, outside of people who romanced him with Hawke wanting him back. But the same argument could be used to bring most of the DA2 companions back. I don't think there's a plot specific reason to bring him back. Varric didn't even have a very strong case to be in the game.
I find cameos to be extremely annoying. I would like the voice actor back though, he was great.

If it a character that can die then no...Every time. They don't have the money to put something that optional in dlc. You would only have a chance to see him in the next da.
