I would like at least the hairstyles to be unique to characters. I see my Inquisitor's hair style on many NPCs, males and females, kinda weird.

Does anyone have any (sane) theories on why they settled for these haircuts? Everything else in the CC is on a completely different level of graphical quality - it's really bizarre. There's no way they could've not noticed or thought they were up to scratch so i'm really curious how they made the cut...
Totally curious. Would love to hear their design choice explanation. 13 buzz/bald styles out of 26 and then a bunch of half shaved styles which are popular for the under 30 set where I live. There are about 10 relatively ok styles. Quality of hair in terms of realism is very poor compared to the quality of other elements in the game.
I dont want to be mean, I am just really curious about the thinking and research that we t into this decosion.

I'd like to know it too. Expecially after the models that where presented early...(the gray bust) since thare isn't anything even remotely similar to those hairstyles,

My husband doesn't have the time to play any of the Dragon Age (or Mass Effect) games, but he's occasionally watched my games over my shoulder. While I was making my first DA:I character, he commented:
"That's ... an interesting hairstyle you've picked out for her. What made you choose that?"
I merely cycled through the other hairstyle choices.
"Oh, my god. Wow."
He patted my shoulder and walked away laughing.

While I don't expect or even want shampoo ad/Sims princess hair to be added to the game, I do have to say that the styles are lacking. Dragon's Dogma for "last gen" did hair better, and some of it was even rigged. And yeah, it does stand out as especially awful when contrasted with the highly detailed faces.
I love the game, and I'd love to see this cosmetic aspect handled a little better.

I experience the exact same thing over here. He doesn't play the game either, but sometimes comments when he sees the character creation. He always comments on the hair I picked out for the character. To prove to him that believe me, you should see the others, I showed all the hairstyles and he just laughed in disbelief. The few that I do like, I already used.
I don't even mind the number of bald(ing) styles, but then there's the issue of sideburns on my female and the weird shape it gives the head sometimes.
It just adds a big dose of fun to the game if you're having a good hair day.

The atrocious Hair in this game is keeping me from another playthrough. I went back to skyrim and Ks Hairdos. Hair just so bad.

The only reasons for the bad hair that I have heard is that - hair is hard to do or that the developers didn't want clipping.
...but that doesn't really explain it. Yes, hair might be hard to do - but they've done better hair in older games, and it is silly to put so much effort into CC and then not put some effort into hair. And clipping doesn't answer it - because we could have had a bunch of variations on short cuts; ponytails or buns. As I have said before, it is a bit sad when older games had better hair options (DA2 for all its faults had better hair - ME1 has better variation).

They have done such an impressive job on the face models and skin texture, so it's extra disappointing on how they completely arsed the hair . And I wish they'd put at least put in some 'regular' haircuts, most of the haircuts beside being horribly low-polygon look like 'joke' haircuts. I had to change the hair on a certain returning characters from DA2 just to not make him look like a damn hipster.

It's certainly a depressing choice. I'd sooner pay for a hair pack than an item pack, though I suspect the latter will encompass most of the micro-DLC's released, as it was for DA2.
There is no official statement about modding from Bioware but modders still love the game so they're making their own toolset from scratch.

Hairstyles will come later since they're mesh and the toolset can't handle them yet.
But don't despair, Adela prepared some for the day that the toolset will be ready, here an example :

God, I HATE hair like this. I'm all for better hairstyles but the supermodel hairdo's just ****** me off for some reason.
Just some medium hair that goes straight to the base of the neck, slightly curled hair that does the same. A decent braid, stuff like that. Not these half fringes/elaborate buns finished off with iron-straightened tips.

I have to agree with you. Usually modded hair, even if sometimes are a good resource, tend to be exagerated. Or totally unrealistic and too "fashion", in contrast with the too simple/bad looking original hair in the game.
It's another motive I usually use very few hair mods even when I play on PC, and only the less stylish ones. (my most loved ones for DAO where the tucked hair for the DA2 style mod elf)

That and the 13 or choices of baldness, which points at a rush job, unless Thedas had some sort of Flea Blight between DA2 and DAI.
I think that the base models for some hairs can be traces back to Origins, the recycling is a pattern with BW.
