Personally while I think Cassandra is the best divine choice, I figured out how to insure Vivienne is always Divine. I spent too much time with Leliana in DAO and too much effort on she and Cassandra who are strong characters in their own right. I do wish Bioware would quit mucking about with them.

I don't think any of the three are a good choice... But hey, I would rather my Inquisitor not have any part in chantry matters in the first place.
Cassandra is the typical theocrat, she will watch the system fail and then think, "if I only believe in these ideals really really hard this time..." Viv is more of a Stalin character (without the mustache) which means Big Brother-esque tactics, and making the Inquisitor and his/her army into the chantry's pet. Leliana (unhardened) is like a less intelligent overly nice Leon Trotsky. Hardened Leliana is a blood thirsty utopianist honey badger
(she don't give a ****, she just takes what she wants).
