Isabela would've been nice. Not as a playable character, but as a trainer for the Duelist spec for rogues.

Anders and Merrill are the two that I thought really *should* make an appearance at some point. Anders, after all, lit the fuse that started the Mage/Templar War, and tracking him down either to imprison him or persuade him to denounce how far things have gone and call for peace would have been a sensible strategy for the Inquisition to pursue. Hawke implies that she knows where he is, but I didn't have any option to try to find him. Merrill should have been called in once it became clear that Eluvians might be important - Varric, at least, would remember her involvement with one in Kirkwall even if nobody else knew that story.
I also thought that the Ferelden Circle should have been a factor at some point - at no point did I hear anything about Irving, Greagoir, or Wynne, even though my Warden was a human mage and the Circle was saved from the demons with minimal casualties.

Heh, I was a little disappointed that I couldn't have a dog in this game.
BTW, in terms of past companions, are Zevran, Oghren, and Sten ever even mentioned? I skipped the war table mission about the Crows, but other than that I didn't see anything that led me to expect them to show up or otherwise be a factor.

They had Cullen, Leliana, Hawke, Morrigan, Flemeth, Loghain, Alistair, Anora and plenty of War Table mentions, including Viscount Bran. I'm more than happy with what I already got, to be honest.

Back when I thought we'd get a visit to Tevinter (i'm sure we were told we could back when the game 1st started being announced?) i'd have liked to have seen Connor and re-slaved Fenris. From what i've heard DAI's Connor is a preachy, whiney lil' thing.
Hawkes love interest should've had more than a line or 2 in conversation.
As for general old favourites, probably Velanna and Sten.
After what DA:2 did to Zevran's face, i'd rather not see him again lol Was disappointed with Varric too. He just seemed so boring... (unless he only shines in party banter, as I havn't taken him)

Sten's not mentioned directly, but he's
and Varric mentions in banter with Iron Bull that he's met him. Zevran contacts you on the war table if you do those Crow missions. No specific mention of Oghren or any of the Ferelden Wardens (except for Anders).

Filling out the DA Keep before playing DAI really got my hopes up about so many returning characters, then it turned out very few of them actually made a difference in the campaign.

I figure that everyone will get a cameo eventually of the major npcs. It just depends on who works in the story. I'd actually like to see fewer per game with a lot more dialogue.
For minor npcs (non companion) I'd like to see Brother Genitivi. I liked him and as a scholar, he'd be easy to work in

Pretty much this. I'd have loved to actually talk to Anora, not just have her appear for a minute. I mean, we get Morrigan, Leliana and I believe Alistair, too, to talk about what the Warden is up to. Would've been nice to also get that information from Anora if the Warden married her in DA:O. IMO, at least. :-)

To reply indirectly to a lot of people:
I definitely think Bodahn/Sandal and Wade/Herren should have returned as a running gag. It may not seem like much, but recurring characters in games so disparate really help a player feel like they're in the same universe as previous games, etc.
Apparently, concept art shows they were going to have Anders at some point. Presumably, you could judge him at Skyhold.
It is the first game for you not to have a Mabari, and I think it would have been cool if you could find/buy a variety of pets. Maybe they would be kept in your quarters... you know... to make them useful for something ![]()
Personally I find in inexcusable that Fenris and Zevran specifically did not return, simply because Fenris was voiced by Samson and Zevran was voiced by an Inquisitor. If other examples like that exist, please add them. In addition, if Zevran was featured, all 4 DA:O romances would have an appearance.

tbh I think he should have been one of the potential Warden contacts. I mean, Hawke could meet him. The Keep asked about him quite a bit, so I was convinced he was for a while. :/
Came here to say him, myself. Character just oozes with potential. Sadly, that he can be killed reduces the likelihood of him becoming truly important.

I'd like to have seen her either as this or tagging along with Hawke to Skyhold temporarily if romanced?
Mostly because of how amusing it'd be see her dealing with other characters. Sera would no doubt absolutely love her and they'd get upto a ton of mischief, Iron Bull would be torn between wanting to bed her or report her to the Qunari, Cassandra would be highly disturbed that Varric wasn't lying about her lack of pants, and given his reaction to Sera's stories, Isabela's tales of conquests would probably cause Blackwall to have to head to his bunk...
Isabela: And then there was this time with Hawke and Zevran-
Blackwall: Welp! I'm going to head back to the barn to work on my griffin...
Inquisitor: Oh, you mean that wooden figure you're carving?
Blackwall: Uh... sure? ![]()

My mabari warhound, and Sandal, BTW I thought in DA2 sandal was heading to be in protection by the Orlesian queen,? So why isn't he there at the court when we are "visiting?"
Oghren and Iron Bull would have non stop 'polish the brass canon" or "combing the hair on your bald pig" all during the convo.

As other people have mentioned, I would've loved Merrill to show up. Between her unique take on spirits (hello guests from the Fade rifts), knowledge of elven culture (hello conversations with Solas), and experience with the Eluvians, it would've been very interesting. Especially her thoughts on the Well and Abelas. Morrigan would obviously also play a part with Flemeth, but I think both together would be great. I'd love to see them bond/clash.
Other than that, Zev, Isabela and the Hawke twins. Mostly just because I love them. They're not game characters, but having Rhys and Evangeline show up for some reunion thing with Cole would've been interesting. Especially since he'd act differently depending on whether he was more human or spirit.
Edit: oh, and Bodahn with Sandal.
