There is a shard on my map south of the keep, Not the one in the keep and it is near a ! that For some reason I can not find in anyway shape or form. Looking at the map it is south east of the Keep not far and almost directly north of a rift. It wont let me post a picture with it circled at this time.

Sorry this took so long to respond to, I had to track down a saved game that I had cleared EdL on and not picked up the shards yet.
I'm confused as well.
There are 13 total shards in Emprise du Lion. 7 are in some reasonable proximity to Suledin Keep. NONE of them are south of the keep. Every single one of them you can just walk up to and get except one, noted as number 5 in the image, you have to hop up on a little boulder to get. So, pick the one for us that is giving you trouble and maybe we, OG or I, can be of further assistance...

Ok, now I'm really confused.
... THIS is a screen shot of the shards near, Suledin Keep. You already said that number (1) that is in the Keep is not the one you're referring to. There are only 13 shards in Emprise du Lion. 7 shards are on this screen shot and the remaining 6 shards not show in this screen shot are WAY to the east across the bridge and over by the 3 dragons. I know you're not referring to those because they aren't even remotely close to the Keep.
The only map markers that are quest related that you'll find South of Suledin Keep are in Sahrnia Quarry and are for the following quests:
Red Captors: Kill 5 Red Templar Lieutenants.
Rocky Rescue: Find 7 cages of villagers and free them.
Seeing Red (Personal Quest for Varric): There is one Primeval Red Lyrium vein that is marked south of the Keep.
The only other actual map markers in that area are the buggy exclamation point in the keep that never goes away and the buggy Deft Hands Fine Tools icon on the tower in Sahrnia Quarry.
He could be confusing that quest marker for something else and the shard is actually in another location.

It's in the Keep itself, on the railing. Take the teleport to the Keep tower, walk down the first set of stairs, turn right and hug the wall, it's right there on the railing. Drove me nuts for ages. I was trying to hop up onto the railing to leap off the ledge to get down to the ground when I saw it sitting there on the railing. I facepalmed so hard.
In other words, the marker is in the wrong spot. You get used to it after a while.
