I just tested out a world state with a non-noble female character where I set Leliana as her love interest, Anora ruling over Ferelden, and Alistair remaining a warden.
Just for giggles, I then said that "Alistair remained Loyal to the Warden" instead of "Alistair and the Warden were never lovers" assuming this would make an invalid world state. It was, however, accepted as valid. I specify non-noble Warden because it is possible to be Alistair's queen with a lover on the side, and if this same situation is visited with a female Cousland, the validation check asks to switch the tiles to "Alistair is King" and "Warden Is Alistair's Queen," or "Warden is Alistair's Mistress."
Choosing this tile at all with a male Warden makes an invalid world state, which makes me think the tile is an indication of a romantic relationship, and not simply an indication of friendship.
I have already sent feedback about it being a possible bug, but was curious to see if anyone imported a world state with these two tiles (Leliana or Zevran romanced as Female Warden/"Alistair remained Loyal...") selected, and what the in-game results have been.
Also, I'm sorry if this post is incoherent or hard to follow - It's really late, and this is a somewhat confusing issue.
