The Empire lives in reality, sacrifices must be made to crush the enemy. Once we purge the line of Mede and ensure you rebel scum remember your place we shall defeat the true enemy. But we aren't all going to have a big cry that we can't worship Talos. Though it would be amusing watching Skyrim try to forge its new empire with enemies on all sides

If the Empire really wants to survive, it will have to accept that it lost Skyrim and will now have to treat the Nords as equals instead of subjects. An alliance between Hammerfell, Skyrim, and the Empire will teach the butter elves a lesson!

It's not entirely out of the question. My understanding is that the Dominion is in a much worse position than it wants to appear to be in, partially though not entirely because among the other things in the Concordat they demanded a chunk of the Empire that they're having trouble digesting. The dossier on Stormcloak makes clear that they want there to be no attacks on them from anyone while they sort this out. Whether this means that a Stormcloak attack could defeat them or that it would just be a massive logisitical headache I couldn't really tell you, but I don't see much reason why the former is impossible.

The Nords are not equals while they dont bow to the ruby throne.
The Empire has not lost Skyrim.

The Empire has shown that Cyrodiil is all that matters to them. They abandoned Morrowind, they abandoned Hammerfell, and they'll abandon the other provinces when push comes to shove. The Empire needs Skyrim more than Skyrim needs the Empire.

How is this for multiculturalism? This is how they treat people in the border cities in their own province. They tolerate them being different, but not without trying to do something about it. And they still use the other nations for their own benefit, like the East Empire Company getting a monopoly on trade on wares like Ebony, Kwama Eggs and Dwemeri items.
You also have the change in the Nords, who used to have a very different pantheon than they have in Skyrim and by the time of Oblivion is shown to be resisting the attempts to convert them. And the Imperial Cult in Morrowind, who competed with the Tribunal Temple(who was allowed to continue to exist because of the treaty between Tiber and Vivec). And the House Hlaalu embracing the Empire and becoming the most powerful Great House under the Empire, giving them unrivaled political power. The Empire meddles with everything that can be turned to their benefit. And as the book Celan have linked a few times now show, there was no real benefit for the common people for them to hold Morrowind, making the presence of the Empire pointless interference in the Dunmer people(quite significant too, considering they get to chose the king and have manned forts all over the place, meaning a strong military presence and thus power over the politics), motivated by money.
Well, as I see it, the whole thing about establishing a dominant culture isn't really any better. "We treat you as an equal, if you act like we do and accept our culture and customs as the right ones". Not to mention the deal about not seeing other people capable of ruling themselves. The Nords are a great example of this.

And let us add in the Legion stepping in to stop the Stormcloaks. If the Empire didn't force anything if the provinces said no, they would let Skyrim sort out its own position on their part in the Empire, instead of sending Legionnaires they can barely afford to send there away from Cyrodiil, which is in a bad shape these days.

Yes, but his victory over the Empire is not their plan. Nor is their victory over him. The point of their manipulations is simply that the two fight. They want nobody to win the Civil War, and unless I'm missing something major we don't know what their backup plan is. (If they have one.)
