I just discovered a teensy problem... maybe.
The phrase "All of your abilities have no cooldown" in Fire Flask doesn't seem to be accurate.
It seems that only abilites that are not currently in cooldown receive the bonus, while abilities that have recently been activated do not. Anyone know whether this is a bug, or whether the description is wrong?
As far as I remember this is how it works. It was the same before the DLC as I've played minespammer almost since day 1. So, you wont get to spam skills if they are on cool down, you have to wait unfortunatly.

Well it kind of removes stamina cost, but only when you have no stamina. These descriptions need disclaimers.

Is the ability currently available? YES --> you can use it without cooldown.
Is the ability currently available? NO --> you must wait for it to be available before you use it, just like normal.

The word "all" certainly would give most people the impression that it applies to all abilities. Generally, when there are exceptions, one would explain those exceptions in the description.

Well, no skills have any cooldown either, while fireflask is active. It's just that they have to be off cooldown when you pop fireflask. I dont think thats unconvenient at all really.
Also, mines have a natural function where it empties all stamina to unload more mines, I guess thats why it spends stamina while fire flask is active. What IS inconvenient is that once fire flask is over, you are left with noe stamina. Thats why I suggest to pop stealth instead of that last volley of mines to get you out of those dicey situations.

After removing the DLC, I re-tested, and it's the second rank of Elemental Mines that causes it to consume stamina under Flask of Fire (I just happened to take the second rank the same day as installing the DLC.)

Pfft, I've been saying that for over 30 years while playing Dungeons & Dragons and casting Color Spray.
