The worst? I don't know. He's terrible, but so are the Reapers, the Star Child, and all the other villains. It's Bioware...nuff said.

Cory was fine, but he needed to be much more fleshed out. He should have appeared a few more times and posed a significant threat to the Inquisition. Also, he should have attacked Skyhold near the end.
The fact he didn't attack Skyhold showed that he wasn't stupid, its a nigh unassailable fortress on top of a mountain with ancient protective magic. Admittedly the game could have done with his minions making forays at your camps and the other fortresses but his not attacking Skyhold was a sound move, it's the sort of place you starve into surrender not assault.

Sure, but at the end he was desperate enough to open a new hole in the Veil and generally go on a rampage with little thought for the consequences. That should have happened at or just outside Skyhold. Give the Inquisitor some personal stake in the fight.

I've never played Mass Effect franchise I hate shooters, but I watched movie version on youtube, Kai Leng is god, is perfect, if I loved the franchise and hated ME3 I would forgive the game just because of him *o*

Well I guess this is a subject to opinion. While he is certainly not the best I still liked him enough. He had a perfect voice for a villain. I loved his dialog.

He should have been better utilized. One of the original Tevinter magisters that entered the Golden City, one of the very first darkspawn, seeking a return to the Black City to rule over it as a god. Great in theory but just underwhelming in practice. Nothing shows what a joke he is as the ending of the Well of Sorrows mission when he crashed into the inactive Eluvian like Wile E. Coyote. I am surprised the Eluvian didn't have ACME written on it. He was Clowned.

Kai Leng had the best plot armor money can buy. He was beaten 1 on 1 by dying Drell. I can't take him seriously.

I dunno about worst ever. Maugrim and Morag were pretty pathetic.
Very under utilised though, like others have said. I mean, his voice actor gave him a quite impressive presence, and the scene at Haven was well done. A few more of those, a feeling of Corypheus getting very close to his goal, could've gone a long way to ratcheting up the tension.
Also, IMO, possibly not the best choice for a villain at this point in the series. Corypheus was significant enough that he was going to have to be dealt with, at some point....but his motives seem pretty bland and cliche Bioware. Being introduced in a DLC didn't exactly help either.
He might have made a better primary antagonist in service to another, greater evil (I was in fact convinced up until release that Cory was a red herring, and that the true villain of DA:I would either be one of the Forbidden Ones or else Razikale, with Cory being their second in command). Bringing him back in did very little to further our understanding of Thedas IMO....if we played Legacy, we knew the Chantry story about the Magisters breaching the Black City and getting infected with the Blight was real. Inquisition...just reaffirms that. If not for the revelations about Mythal and the Dread Wolf, I would be very disappointed with how the lore had progressed from the previous game.
On the other hand, Corypheus did need to be dealt with eventually as mentioned above. Doing so now does clear the board for a newer antagonist in the next game, rather than having to hark back to an earlier release.

Either the Qunari or perhaps the people that drove them out causing them to invade Thadas if they go for the take over the world thing or you know the next game could just be about the Navarran civil war that they have been hinting at for several games now.

How the hell is kei leng a bad villain? I thought he was fantastic. I mean I genuinely felt alot of hate towards him. And the satisfaction of killing him was about the best I've had in a game.
As for Cory.. I thought the haven scene was awesome. If he had been used like that for the entirety of the game, he would've been a really really good villain.
If all it takes to have a good villain is "I hate him", then every villain ever is a good villain.
