Is there a certain point in the story progress where romance options are too late?

I had been pursuing a relationship with Sera...did her personal mission, and engaged in lots of dialogue.  But then it kind of stalled, and I just finished the Mythal temple quest in the story.  I get the feeling that I may have screwed this up (just like real life!).  If her "heart" options are no longer appearing, does that mean his disposition is too low?

You're pretty much at the end of the game, so probably...

 

As long as the character generally likes you, the romance should have started shortly after you got to Skyhold. 

 

Not sure why it wouldn't have started, unless you gained a lot of disapproval or are playing as a male character.

During my first playthrough, I didn't do as much conversation with my companions as early as I should have, and regretted it later.  This time, during my second playthrough, I tried to max out conversation options in Haven, and now again in Skyhold before I take on any major missions, and its paying off.  While I did romance Cassanrda during the first one, I didn't get to become very close with many others.  This time I am with many.  I had thought that keeping approval high was the primary issue originally, but I've found that going through all available conversation topics is just as important, if not more so.

I'm pretty sure that you should keep on talking to her at Haven, take all the flirt options, and probably exhaust every conversation option that you could before Skyhold (cause sometimes you don't get flirt options unless you talk to her about certain topics), but I've only done a romance playthrough once so I'm not overly certain.

 

As much as possible, keep approval up, because it's sometimes necessary to open up personal quests especially once Skyhold rolls in. That's a given. Their approval kind of changes too depending on who you side with and if you conscript or ally. When Skyhold rolls in, the game checks if you've flirted or not with the past few conversations, then you got the option to "lock in". If you do, the romance flag is up and the scenes go on after every main quest or when certain events play out.

 

Unless your inquisitor is male, that is. ;;

This depends on the specific romance as well. Some of the characters initiate the romance themselves during various scenes, while others require the player to initiate via a "This begins a romance with PERSON" button. In those cases flirting doesn't cut it, you have to hit the final mark before the romance starts.

Yeah, I'd consider clicking the big button that says "Start a romance" to be pretty obvious though! :)

 

I didn't think any of the NPCs would actually initiate themselves in this game...

That's strange...I assumed the romance had been in play for a while.  I had chosen numerous "heart" options in the dialogue wheel, did her personal quest, took part in the pranks segment, went to the roof with her.  But she just kept saying something to the effect of "let's just travel for a while and see how it goes".  I assumed this meant that I had to keep doing story missions.

 

I have a female character, so I'm not sure where it went off the rails.  Oh well, next playthrough I guess.

I think as a good rule, romanced need to be at least started before the Temple of Mythal (by started I mean you have to at least get to a kiss). I believe Cullen is an exception, as I've heard people start a romance with him after the Temple of Mythal. I would assume that means the same thing applies to Josephine, but maybe not?

 

For the most part, though, it's tied to their personal quest storylines. So, you could probably wait till after the temple of Mythal to start a romance with any character, so long as you didn't speak to them at all at Skyhold prior to wanting to start the romance.  Though I haven't actually proven that yet. I'm starting to get into doing multiple romances per playthrough, but I was honestly still planning on doing them all before the temple of Mythal, just to be safe.
