I've read a number of posts and I have also noticed that Varric is limited because his dps is too low because he's restricted to using Biannca and that therefore using "regular" bows with either Sera or Cole is the way to go if you want an archer in your group.

I'm wondering if anyone knows if Biannca's rate of fire is faster than regular bows and if it is, is it fast enough to make up for the lower dps rate?

Doesn't DPS stand for damage per second?  I'd imagine that would answer your own question, no?  Like MPH (miles per hour) which is faster?  Neither DA2 or DAI actually say what DPS is technically but it's pretty obvious that's what it means.  Unless you're suggesting that those shown numbers aren't correct?

Both bows and Bianca are supposed to shoot 1.13 times per second.

The only thing that sucks about Bianca is the lack of a masterwork slot, but this is more than made up for by Varric's specialization. It is the same as other t3 masterwork bows in every other regard.

Weapon damage means more than DPS, which gives a false impression of damage.

Yes, that is definitely important to consider.
