I only romanced Cassandra because she was a party member, but if I had to do it again, I'd probably romance Josephine. Of the two, Josephine was the more likeable character, IMO anyway. Having a party member as an LI didn't mean much anyway since it added nothing to the narrative.
The idea for the dual was good, but not the execution. Too dysney anime in my opinion.
Yeah, plus she's just not interesting enough to make that worth it. If she was a more interesting character and had the dual, she'd be a lock my dwarf gal. But as is, I'm deciding between Sera and Blackwall, I think.
Josephine's romance is literally too Disney, and by Disney, I mean surface level and juvenile. It was really not something written with adult men in mind as the demographic and that shows in the it's apparent lack of popularity. It's not the lack of a sex scene (although I am an adult man, I'm not even attracted to women in real life), it's just passionless and underdeveloped.
Nothing wrong with Josephine imo, but she's very much a normal person without a lot of baggage or angst (which I personally find a refreshing change of pace) and I think players tend to favor the over-the-top, exaggerated characters. In real life most of us would probably be hanging out with Jacob (calm, normal, rational, nice) than Wrex and Grunt (scary with bad tempers), Mordin, (would get annoying), Jack (holy crap she's going to skin me alive) etc...
I'd totes hang out with Jacob after I heard he knocked up his girlfriend he was cheating on the other with. Hell, I'd buy drinks. Jacob, I got it covered.

Hell no Jacob pretends he's normal but he's just as snappy as the rest of them. I despise his whole "let's not force these chats." everyone else gives you a basic dismissal but his makes me groan. Jacob's baggage is there. He just takes pains to hide it.

I'm pretty sure the devs hated him too, even before the game came out. Pull/Incendiary Ammo/Barrier is so bad it's just troll-y.

Eh.... I thought he was okay in ME2. Pull wasn't spectacular, but he got Barrier and Shotguns, which is a nice combo. In fact, the only line from him that I disliked was "let's not force these chats," which is really him just saying he's there to do his job first and foremost, not make friends. I don't see much to hate, but that's just me.

Maybe... I mean, I did bench him pretty regularly in favor of snipers or stronger biotics, but the initial criticism seemed kind of harsh. I mean, of the ME2 squad, I'd say Tali is rock bottom since her orb was next to useless for me and she can't do much against organic enemies. Mordin was okay, but I doubt I'd field him instead of Jacob unless I wanted to see a specific storyline play out.

No really is kind of terrible. Tali being worse isn't much of a compliment either. She at least had Overload Energy Drain for tech detonations. (though doing her loyalty mission with Legion was hilarious but also made me want to tear my hair out). Legion at least is a boss sniper though.

A lot of people are already fans of Cass, that's the main reason.
I've romanced Cassandra once and Josie once.
I like Cassandra's romance a bit better, but as for why I chose her before I chose Josie in the next playthrough, I'd say it's because I was so amused with her hiding Swords and Shields, asking me to order Varric as Inquisitor to update a crappy book series. I liked the whole "I don't want you to court me! Wait, I do but I want it this way, romanticized."
Josie is really cute, and I like how clever she is, but I think Cassandra's shift between awkwardly hilarious and awesomely bad-butt (snirk) that I'll choose Cassandra more often.

What's so shocking about it? I want people at least to make a story based choice or because they actually like a character. It's an RPG. Play it like one. If I was female, I wouldn't reduce Sera or Blackwall to just being some piece of ass.. they've got a story and personality and drama to experience. This is what it's all about in the end.

Yep. That's the biggest problem. Samara gets Pull and Grunt gets Incendiary, plus they both have better gun combos (shotgun/pistol is terrible as well, I forgot to mention that earlier), better characterization, and better synergy with their other powers. Plus Pull and Incendiary aren't really powers that are useful to have multiples of like Warp or Overload. (Which is one of the any reasons Miranda and I are always attached at the hip in that game). The only thing he's got to distinguish himself is Barrier, which isn't bad, but not enough to cut it. But I agree that Tali is pretty terrible and I never use her either.

Miranda was so OP. You could take her with anybody. I used to refuse to take her to give myself more of a challenge (that and before she got the armor watching her fight in that catsuit made my eyetwitch).
God now I want ME2 remade with ME3's combat system. (ME2 feels so damn clunky in comparison).

I think it's several reasons. Cass is a returning character who already had a fanbase established before the game came out. She's a companion you can take with you places. She's a very strong, motivated character and (to my surprise) very friendly, and even a bit humorous. Josephine also has a very great personality, but she lacks the former two points I made.
