People located in your time zone or near it will not suffer as much lag than someone halfway around the world. EA servers are to blame for this.

It's all the same on PC like PS3. You should be able to choose the same races.

Also, before searching for a game, make sure that you have all the (FREE) multiplayer DLC installed:

 

++ Reckoning

++ Rebellion

++ Resurgence

++ Retaliation

++ Earth

 

Without these DLCs, you won't be able to play with anyone online.
