Have you ever changed your Gamertag?
Reason I ask is: My GT used to be Hammett84, I changed it to Operative84 a year or so ago, now though "TECHNICALLY" since the email is registered to my XBL account the GT should be allowed content downloaded or entitled by EA, UBI, etc. I had to email both EA and UBI to get them to manually add the "new" Gamertag. However MAKE SURE you get them to transfer any "entitlements"(DLC) to that persona.
The other problem could be someone used to have the GT you now have, a GT becomes available when someone "changes" their GT, so if someone else with the same last name as me wants to be Hammett84 now, they can get that GT, but when they go to EA to register and add that tag they wont be able to.

So if it's any good for any of you, try to go on the Live Chat with EA. Wouldnt take longer then 15 mins if you are on the opening hours. Good luck!
