That said I don't blame Bioware, I think this falls firmly into EA's handling of their games. I believe if Microsoft was still the publisher we wouldn't be seeing these issues if any.
I agree they should have just used the LIVE Marketplace or PSN Network. I hope MS and Sony will step in and force the standards they set for every other game/publisher to be used in the future.

I just do not understand the reasoning, we have been given none to start with, behind not using Market Place and instead forcing us to jump through multiple hoops just to get promotional items. If they can do it with DLC for DA:O, why go do all this effort to frustrate us with the stupid implementation they have now.
Or, is EA really skynet and must we destroy it?

If it works the same way as with Dragon Age, you have access to the dlc with other gamertags as well as long as it's on the same console. I have access to my Dragon Age dlc for all gamertags on my xbox.Subxerotld wrote...

If that's how it works with dragon age, that's NOT how it works with ME2... I added all the content for our collectors edition (my husband gave me first crack at the game) and now he's locked out of all our bonus content... We thought maybe if he logged into my EA account, but there's nowhere to do that in-game, it just tells him to buy the DLC.

I even have all three Gamertags regitered with my EA Account, and all of them are on the same 360. I hope you are right since my brother and sister want to play through ME2 on their Gamertags.
I'll have to shoot EA Support an email about the others not having access to the DA:O content.
