Best change for this game's pacing IMO would be to reduce rewards for the smaller side/fetch/kill quests, and increase them appropriately for main quests and the bigger side quests.
Display rewards in journal so we're able to tell the more fleshed out/larger side-quests from the filler content.
This game needs to let us keep pace with MQ recommended levels w/out grinding, and a way to manage / filter those quests for people who don't want their two sides of MMO and Skyrim alongside their Bioware game entree.
The filler will still be there for people who just like the combat/exploration element and want to grind out everything, but it's exhausting and damages the replay value for others when it's needed to keep up with the MQ especially on nightmare which is the only difficulty to offer much challenge for players who micro combat like a RTWP game.
Alongside that, in the same interest of reducing tedium, I'd suggest reducing material requirements for crafting.
