I can't seem to trigger this quest at all. I believe you're supposed to get it from Frederick, in the Western Approaches, but he has nothing to say on the matter. I've completed all his other quests, including the High Abyssal Dragon, but now his only dialogue option is "goodbye".

Am I missing something somewhere?
