Not sure if this build has been discussed before or not, but here is what I have been playing my necro.
The focus of this build is to spread out frozen debuff for team combo through the virulence talent. Notice that it is a build for level 19, as I don't keep any of my classes at 20.
Active skills: walk bomb, fade cloak, winter's grasp and horror.

AOE case:
If walking bomb is off cool down
1) cast walking bomb
2) detonate walking bomb
3) auto attack till 65 mana, and cast winter's grasp on an enemy with low health. If winter's grasp kills the enemy, the frozen status will spread.
4) keep auto attacking the frozen enemy if it survives the winter's grasp or walking bomb DoT, when it dies, all other nearby mobs will be frozen.
If walking bomb is on cool down
1) walk close to the enemies
2) cast winter's grasp on an easy target to freeze it
3) activate fade cloak, walk into the frozen target
4) fade cloak kills the frozen target, and activates AOE freezing.
5) walking bomb as soon as it is off CD.
Boss case (only discuss demon commander, and group has no tanks or barrier casters)
Necro can tank the demon commander to a degree at threatening or lower. All you have to do is to activate fade cloak when you see the smoke before the commander spawns underneath you. The damage from the fade cloak will help you keep the aggro and mitigate the jump attack. Replace horror and some passives with fade step, or blizzard (for ice armor) if you really want to solo it.
Due to the relative short window of the frozen debuff from winter's grasp (4seconds), a decent staff may be required to fully utilize this build. In addition, as fun as this build can be, the newly frozen enemies will only freeze for a very short duration and may impose great danger for a careless necro.
