Supposedly it was a sword that could cut through that bullet protective armor like it was butter. They wern't just regular swords, even if they looked like it in-game. It would be a formidable weapon in close quarters and corridors where guns don't get the range advantage. His speed also helped negate soem of that advantage.... Thoguh it would have made a lot more sense for him to be a Vanguard with those weapons. Jumpin - Slash/slice - repeat
But that would likely have been so overpowered and anoying that it would have made people go crazy.
As for the characterization in-game, it came off a little weak, it seemed far too childish for the most part and unprofessional for someone with his supposed training. Not a lot of N7 there.
The problem with swords is that they monopolize the use of at least one of your hands, if not both. A person would then have to substitute that sword for their assault rifle and abandon any capability to engage enemies at range. That makes them incompatible with modern warfare, where hand-to-hand combat is a relatively rare occurrence anyway. People are probably more vulnerable to being killed by swords today than they were in the 1500s, when people went into battle with plate armor. But the sword is rendered obsolete by the firepower of modern weaponry, which in most cases would prevent anyone armed with a sword from closing within range to use it.
Kai Leng would have been better off with a bayonet attached to an assault rifle. Or just relying on the hand-to-hand combat function of the Omni tools, since it wouldn't require ditching firearms to use.
Having Kai Leng armed with a sword was definitely an example of the devs opting for rule of cool. Rule of cool is fine so long as the thing you introduce is indeed cool enough to get most of the audience to suspend disbelief...unfortunately Kai Leng was kind of lame. And part of that was his cartoonish appearance.
